A federal project for development :

The contractor should submit a comprehensive proposition, including :

An analysis of what is currently available,
Market research to define the requirements of established companies,
Verification that the proposed project includes benefits for the whole area concerned,

The Loire’s policy of avoiding internal competition means that projects will be deemed unacceptable if they risk destabilising :

An occupied labour market area
A completed project currently being marketed.
Initiative and local taxes. Division of the “taxe professionnelle” (business rates) :

Districts are required to work together as joint contractors. In as far as possible, this should involve a large number of districts or parishes from the region concerned, or should at least have their approval in order to avoid the exclusion of some districts and the appearance of competing areas.

The contractor should stipulate the rules for sharing the costs and the business rates.
Purpose of the area :


The contractor should specify the type of companies sought vis-à-vis the characteristics of the offer made (in terms of size of sites, mains connections, services, etc) and the price levels involved.

Specially developed areas which are interesting from a département point of view should provide a good home to dynamic companies undergoing major expansion and consequently should have sufficient land available (around 3 hectares or more). In the case of sites designed to receive commercial/retail businesses, the requirements should be laid out in the planning document for the area in order to ensure that these businesses do not lower the quality of life for the area.

Certain areas may have a specific purpose, for example business parks, logistics areas, etc.
Access:


Companies consider access as a leading criterion.

The project must show that access to the major communication routes corresponds to the industrial or tertiary sector business activity in question, and should guarantee :

Secure access to the major routes from the factory, while at the same time limiting nuisance to nearby residents.
That work will be carried out to upgrade road junctions leading to and from the business area in all seasons: including crossroads, road widths, anti-frost treatment, and maintenance work.
For local residential areas, these criteria should be adapted in proportion to the size of the project, and to the traffic flows inherent to the business area.

The surrounding environment:


The project should take account of the local environment, including its positive features, constraints, and the overall image of the business area.

Services vital to the businesses such as banks and post offices, etc should be located nearby.
This criteria is less strictly applied to local residential areas, as such services are not always on hand in a rural environment.
